Critics of Operation Stonegarden have pointed out that it actually costs Pima County taxpayers extra to accept the Stonegarden grant money, because there are indirect expenses that aren't covered by the grant. After asking the Grants Management and Innovation Office (GMI) to study the situation, County Administrator Chuck Huckelberry agrees.


In fact, a recent memo from Huckelberry directs the GMI "that no grant acceptance on behalf of the County is to be processed unless there is a clear indication that indirect costs can and are being reimbursed."


We have yet to see Napier's 2019 application for Stonegarden funding (we expect it to be made public any day), but we have no reason to believe indirect costs are reimbursed. This could mean no Stonegarden funding for Pima County in 2019.


This is one of several reasons why Napier looks increasingly desperate these days.
